Fuel quantity indicators won't go to nvis

Anyone seen this problem before, for a H3 96 model. Already swapped LCU's, swapped overhead lighting control panel(co-pilots side panel). I don't see anything else in the system no relays that effect them. Even pulled the MACAWS master c/b to default all lights to nvis but the indicators stayed bright. Something isn't telling the LCU to swap from norm to nvis, but what? Will break into wiring later...

The thing with that is though, the tsp panel is just to adjust the values in the LCU. Remember when you close the tsp panel door, it shuts itself off by that little limit switch in there though, I already tried to trim the lights and re-downloaded. I'm thinking maybe a short somewhere because in norm the indicators are tied into a terminal board, and power is sent from a single output in the LCU, in NVIS there's separate channels for each indicator. Hopefully I'll have better luck tomorrow and not have to tear to much crap apart just to find something simple and make me feel like an idiot...thanks...
