May sound silly but what model C-130 is it? A, models do not need a crossfeed open at all as you can select either the #2 or #3 tank to feed out of. All other E models I've seen feed out of the #2 like an H model yet you do have to have the Crossfeed open. Another question is what is your fuel load in the tank? Lastly I believe there are several filtering elements to check on the GTC including a strainer under the whole unit usually with a access door from the bottom. I have seen this screen cause GTC to flame out without the crossfeed open as well.
