Secretary of State William H. Seward, attending a Washington gathering, had commented freely upon various subjects. But when the discussion turned to troop movements that had recently occurred, he immediately became silent.

Several of the group voiced speculations, and one of the young women present turned to the statesman.

“Governor Seward,†she beamed, “what do you think? Where are the troops going?â€

“Madam,†he replied, “if I did not know, I would tell you.â€
